Interstate 95 over Meherrin River Bridges

NXL, A Kleinfelder Company served as construction manager, project inspector and field inspector during this $24-million project. This project replaced two 45-plus-year-old bridges over the Meherrin River on I-95.

The project included the demolition of two bridges, construction of two new bridges, one new alignment, traffic switch crossovers, and two stormwater ponds to protect the environment. The project entailed the construction of a new southbound bridge on new alignment and construction of traffic switch crossovers to allow movement of northbound traffic to the existing southbound bridge to allow construction of new northbound bridge on existing alignment. This project received a 98.4% CQIP score.

During this phase, the existing northbound bridge was demolished, and the new northbound bridge was constructed. Once completed, the traffic moved to the new northbound bridge, then demolition of the existing southbound bridge, and the construction of two stormwater basins were completed to meet MS-19 permitting requirements. NXL’s work included working with contractors to verify work against the building plans, and verifying compliance with all environmental laws and regulations. This project was constructed on a section of the Meherrin River that is home to multiple endangered and threatened species. 

The lead inspector served as VDOT’s work zone safety manager for the project, verifying the contractor was meeting both Virginia Work Area Protection and Federal Manual of Uniform Traffic Control requirements. NXL performed constant monitoring and documentation of work zone actions within the project. Another responsibility of the lead inspector and project team was to apply these same safety rules to contractor teams. The lead inspector was also responsible for coordination with other VDOT disciplines (traffic engineering, materials, environmental, traffic management). The field inspectors served in the field directly observing and documenting contractor work, crew composition, equipment inventory, and hours worked.
