Interstate 64 High-Rise Bridge

This $700-million design-build project consisted of the construction of a 6,100-foot, six-lane limited access bridge over the Southern Branch of the Elizabeth River, widening of two bridges, the construction of a new bridge at the Great Bridge Boulevard, and the demolition of the existing bridge at Great Bridge Boulevard. The existing bridge carries the three eastbound lanes and the new bridge carries the three westbound lanes. New managed lanes were built in the median along the roadway.

  • In addition, this project includes the widening of 32(+) lane miles of I-64 including, 47,800 LF of drainage pipe, 91,450 LF of under drain, eight miles of sound wall, and the installation of ITS Systems and new lighting. NXL is providing a responsible charge engineer, two senior construction inspectors and one construction manager for the Independent Assurance Team of eight inspectors and two assistant Construction Managers. NXL represents VDOT, makes determinations regarding work proposed and installed, and reviews pay estimates. NXL makes recommendations for payment, issues stop orders if required, reviews and makes recommendations regarding construction schedule, and participates in planning meetings. On this project, one of the primary responsibilities for the NXL team, is to manage the oversight of over 40 QA and QC inspectors which includes diary and report review as well as field oversight. The major challenges of this project includes multiple permits and significant environmental agency involvement along with the work zone management to accommodate traffic volumes exceeding 100,000+ vehicles per day through the project. NXL is managing the traffic impacts through pre meetings with the Contractor and coordination with the Traffic Operation Center.
