NXL, a Kleinfelder Company provided construction inspection and contract administration, including pre-construction services, for this $5.1-million project. The scope of this project included the realignment of North Franklin Street, adjustments to the North Franklin Street/Cambria Street Intersection, and further improvements to the North Franklin Street corridor.
The project scope included excavation and grading, addition and alterations of turn lanes, storm drainage, water and sewer adjustments, new curb, gutter, sidewalk, and median separations, two new signalized intersections, modifications to an existing intersection, project lighting, and access improvements in front of a shopping center.
During pre-construction, NXL performed a constructability and biddability review, led pre-bid meetings, and acted as a point of contact between the Engineer and the Town to assemble contract addendum during the bid phase. During construction, NXL provided the construction manager, responsible charge engineer, and inspection staff.
NXL was responsible for administration of the contract, preparing and leading project meetings, creating and maintaining a documentation control system, collecting, and organizing all project documentation, and performing all quality control and quality assurance testing per Chapter 13 of the VDOT LAP Manual. NXL’s project inspection staff resided on the project and monitored the contractor’s construction operations, verifying that the project was constructed according to the project plans, contract documents, and specifications. This project was particularly challenging due to rapid pace of construction and the multiple changes that occurred.
