Anne Arundel County Traffic and Ramp Inventory

As part of an on-call contract and in support of the County’s Transition Plan, Century designed, developed, and continues to maintain an expansive GIS database of pedestrian curb ramps and traffic signal devices and the Americans with Disabilities Act (ADA) compliance, supporting smart choices for future roadway design projects.


An Accessible Inventory

Through advanced mobile data collection technologies, field inspectors have captured nearly 18,000 ramps and various traffic-related amenities and devices for approximately 200 County-owned/maintained signalized intersections. The Century team worked closely with Department of Public Works (DPW) and project engineers to create a list of field-based collection items and measurements that would support classification of curb ramps as either ADA-compliant or non-compliant. Each traffic asset was photographed so that end users could assess condition without requiring subsequent field visits.

Data Development and Maintenance

Century’s field inventory solution used validation and visibility rules to enforce consistent inspector entry and to streamline the collection process. Whenever possible, Century leveraged semi-automated means of data review through the use of Python functions built to comb the database and identify gaps, inconsistencies, and invalid entries.

Project Planning into the Future

To further organize collected data, Century developed a routine to attribute each ramp with its associated “SegID,” the label used by DPW to identify roadway segments referenced in all design projects. Using the ADA Viewer, a web-based mapping application designed to allow users to view and query the database whenever and wherever necessary, DPW can use a target location, roadway name, or SegID to quickly access data related to all ramps that are associated with a project. The resulting report helps DPW better plan budgets for proposed roadway projects, as they can quickly determine the total number of ramps that need to be brought up to compliance.
