Century was retained to upgrade the 0.5 MGD wastewater treatment system with a cost effective and practical solution to address its primary concerns with redundancy, sludge handling efficiency, and effluent discharge compliance. Civil work included water/wastewater engineering, stormwater management, permitting, and landscape architecture. Currently in phase two of five, Century employed the following steps:

• Develop a Process Selection and Recommendation with the FCGA. This is through technological research efforts and review of the existing plant performance to determine the current as well as future needs. The review of plant needs include a review of slug load management, low flow management, predictive maintenance and emergency management, residuals management, and nutrient management.
  This data confirms through in-plant feasibility studies. Conceptual approaches are developed as well as budgetary estimates. Century conducted a topographic survey of the approximately 6 acre site and geophysical investigation along with an appropriate subsurface geotechnical investigation. Century also developed a permitting strategy to include local approvals, Franklin County Conservation District approval for NPDES stormwater (E&SC and PCSWM), and PA DEP approvals for NPDES wastewater permitting, and encroachment permitting. Conduct site visits to further assist in process selection once the recommendations were reviewed.
• Complete preliminary design and final design with permitting applications.
• Conduct Permitting Supervision and Modification regarding NPDES Wastewater Discharge Permitting.
• Prepare bid documents for the project in accordance with current FCGA procurement requirements.
• Assist with the advertisement for bid, conduct one pre-bid conference, and handle issuance of addenda/bulletins on behalf of FCGA. Century will work alongside FCGA in Contractor selection and execution of construction contracts.

• Navigating the on-sight characteristics of a prior military site.
• Working with the existing structures to include them to the greatest degree possible in the future concept.
