Century performed the conceptual analysis to determine various alternative scenarios. Once a preferred alternative was selected, Century performed the traffic analysis, detailed plan preparation, constructability review, stormwater management, sign structure design and all other services necessary to advertise the project for construction. The final design will provide 2 highway speed EZPass lanes and 3 toll booth lanes in each direction. Additional roadway pavement will be constructed in the median to provide the required approach diverge and exit merge between the traffic using the highway speed lanes and the traffic using the toll booth lanes.

Developing a Traffic Simulation model unique to the Dover Toll Plaza based on observations of actual toll operations to identify the most efficient and economical combination of cash and EZPass lanes based on expected EZPass utilization rates.
- Coordinating during design with Toll Administration to identify needs of toll workers and toll collection.
- Developing a Public Outreach Effort to notify public of upcoming project as well as resulting benefits of having EZPass.
- Providing details and methodology to tie new drainage inlets in median to existing system.
- Providing details for new pavement section to bridge over toll plaza pedestrian tunnel.
- Performing work during time of year with lowest traffic volumes. Required work over winter and at night and subsequent provisions for heating and lighting.
- Maintaining at least three lanes and one EZPass designated lane during peak hours in each direction.
