This project included the expansion and reconstruction of the toll facility at the Harrisburg East Interchange Exit 247 on the Pennsylvania Turnpike, adjacent to the Pennsylvania Turnpike Administration Building. Major tasks included highway and bridge design, MEP design, structural, and architectural services for the new toll plaza building to compliment the PTC Administration Building. As part of the Susquehanna River Bridge project, the toll plaza at the Harrisburg East Interchange was constructed to better accommodate traffic exiting and entering the Turnpike. The contract included construction of a new utility building, 4 entry lanes, 5 exit lanes, and a third southbound lane on Interstate 283 from Fulling Mill Road to the toll plaza.

• Unique offset toll plaza addressed the compact transition between the two adjacent interchanges.
• Staggered access/utility tunnel under the offset toll plaza.
• Unique canopy design complimenting the clerestory roof at the PTC Administration building.
• Aesthetics to promote a "campus" environment.
• Traffic control was developed to maintain 7 lanes during construction and coordination with the adjacent interchange construction. A sequence for construction was developed such that a portion of the tunnel, toll island, and canopy could be completed and in use before the next stage of construction began. Precast tunnel sections, temporary shoring, and canopy splices were set to match each construction stage.
• An interim design task was to develop plans and specifications for a temporary exit lane at the toll plaza to alleviate traffic congestion exiting the Turnpike until the new plaza was constructed.
