The two mile section of rural limited access freeway extends from the north side of the proposed Bald Knob Road interchange to north of the proposed interchange with the U.S. Route 30 in Allegheny County. A new interchange was designed at Route 30 which provided for economic development of the corridor.
- Three locations with new dual mainline bridges.
- Design of a diamond interchange at Route 30.
- Widening of Route 30 from 2 lanes to 5 lanes.

- The project area included acid mine drainage (AMD) from previous mining operations. A mitigation plan was developed for AMD treatment during construction. This plan was the catalyst for construction of a long term treatment system for AMD affecting the Montour Run Watershed.
